BCD536HP No audio on P25 Trunk Phase 1 System none simulcast system

I recently got a new BCD536HP. I programmed it via Sentinel with my Favorites list and I am not getting anything on my states System(MSCommNet). I tried resetting the user settings, the full database and entering the system by hand with no luck at all. Im able to hear everything else just fine. I'm also running the latest firmware for the 536. I'm able to hear the system just fine on my Whistler TRX-1, and my Unication G2. So I know its not programmed wrong or anything. What happens is a talkgroup will pop up but there will be no audio and yet i get Audio from other 2 devices at the same time.

Sounds like it's encrypted, which some trunking systems have done...

Does the scanner properly receive any other programmed P25 trunking systems, simulcast sites or otherwise? Did you park the scanner on one of the frequencies in the system (not a control channel) to see if any of the transmissions are received. You may need to wait for a transmission, and probably will not hear the entire conversation, but it might tell you that the receiver is decoding P25 digital transmissions, but not trunking.
