Have you tried turning the CTCSS detect off, or put it into search mode for a tone for that entry?
If you use search, it will display the tone and if it's different, you can email

OCFA (Orange County Fire Authority) and also MetroNet who dispatches for fire departments that don’t contract with OCFA. And yes, CHP is still unencrypted on most channels. They still run 70’s

Not 70 MHz, but 700 MHz, not used that much, but I have heard stuff.
But yes, because of the area they have to cover, “low band” is what works for them.
