I had to uninstall Webroot Secure Anywhere and I finally got it to down load.
I turned the Webroot off and it wouldn't let me. Had to uninstall.

I just tried it and it DL'ed fine. Are you sure you are clicking the correct DL link? There is one on that page to click, then one on the next page, then in a few seconds the DL starts.

That isn't what I asked. If it's still formatted as exFAT, Windows will see it but the scanner won't, and that seems to be the issue at hand, right? If the scanner can't see it, the PC won't see it

No problem. ASAIK that is the only program that will properly format larger cards. Can you try the DL again? (just want to make sure it's not permanently dead)

I have tried clearing the data in both the laptop and the radio. The radio doesn't seem to want to acknowledge it, the laptop does.
