Correct. Motorola type 2 and P-25 phase 2 are not the same.

Many P-25 trunked systems (including the one I run for a living) start off life either exclusively or primarily phase 1. In many cases this is because of large numbers of non-phase 2 capable subscriber radios. We still for example have thousands of XTS-5000 portables and XTL-5000 mobile radios that are P-25 phase 1 only. Over time, radios will be replaced, and any radios we buy are phase 2 capable, but it will be a while before the last non-phase 2 capable radio is retired.

There are also requirements (both hardware and licensing) to make the infrastructure phase 2 capable.

One of my standard recommendations for someone buying a scanner today is that you should buy a phase 2 capable scanner. Even if you don't need that capability today, you likely will before that scanner dies. I follow my own advise. My last scanner purchase was a SDS100 and the next one likely will be a SDS200

It appears both the City and County of San Diego are using both Phase I and Phase II. (The city's Phase II is actually a Motorola Type II, but this is a P25 compatible system.) Most operations seem to be Phase I, when I was there, last, but that was just a few months before COVID.

(HP-2 and later such scanners support Phase II; HP-1 doesn't. I have HP-2. The only regret I have is that it doesn't support NDXN or DSTAR.)

Although you do have to be aware of whether P25 phase 1 or 2 is being used. If phase 1 is being used, it’s worth checking whether there are plans to switch to phase 2.

You can review the database online at RadioReference.com to see what is available, what is encrypted and match that to what your scanner is capable of presenting to you.

I have an SDS-100 that is not working properly. I sent it in to Uniden over two months ago. Each time I call to check on the status I receive the same response: i.e. “We will get to it as soon as we can”. Frankly, two months seems excessive. Does anyone have any suggestions?

Yes, all scanners can listen carrier squelch.  If you don't program a tone or digital code squelch, it's operating carrier squelch. Easy test, turn the squelch knob all the way one way or the other. If it's receiving carrier squelch, one of those will result in white noise.

No success so far.

Jim - My analog scanner is a BCXLT245. Not sure how to ensure that I am listening carrier squelch (no PL). Maybe it doesn't have that option? It's just programmed as conventional. And, yes, I'm hearing nothing. Can't find any other report of another frequency or that it's encrypted.

Dave - I tried the other frequencies you suggested (programmed on an analog scanner) for about an hour and get nothing. Maybe I need to program them on digital - I'll try that.

Mick (and Dave) - If that's not the correct freq can you possibly find out what is?

Tomorrow I'll add those three frequencies to the 436HP and I'll put in the Holyoke DMR channels, since I might receive those.

Will report back.

Well, you could have them send it back, get the parts, and fix it
yourself. Of course if they are having trouble getting the parts, I'm
not sure how soon it might be until you get them.

COVID has everything backing up. People don't want to work because they
are currently making as much or more sitting at home. I know several who
are making almost double what they normally would, and they don't have
to spend money on fuel, or wear-and-tear on the car, and all that time
wasted actually working. It's like a country-wide vacation.

I was talking to a guy who has a used car lot. He can't even get cars to
sell. Nobody is trading them in and the auction houses are not running much.

Don't worry. Things will return to normal when the government cheese
runs out. Hopefully that will be sooner rather than later.
