You don't specify which scanners, but I assume the database-driven scanners like HomePatrol-1/2 and newer models. Short answer is yes, as long as it supports the P25 system, at the very least.
San Diego County, as with many counties throughout California, has unified their city and county-wide services into a regional P25 trunked system that is accessable to any scanner capable of receiving such. And yes, the database is still kept up, every week. (I own a HomePatrol-2 with the Extreme upgrade- Worth it!- and yes, I've used it when I've visited San Diego. I live in the opposite end of the state, in Humboldt County, and we're about to do the same as so many counties have, throughout the state.) d.m.falk

About 10 months or longer ago, didn’t I hear about some chip manufacturer building a new facility in the southwest or something? I’ll bet that deal flew the coop with Keystone.

If you don't program a tone or digital code squelch, it's operating carrier squelch. Easy test, turn the squelch knob all the way one way or the other. Hang in there. Yeah, it sucks to be without, but we (an AV Co.) are having the same issues with pro cameras, projectors, microphones, etc., getting repaired, due to COVID. Big names too like Sony, Panasonic and Shure. All backed up. Some repairs are even been completed in technicians homes! I have sent in a couple of 780's and 785's to Uniden a few years ago. Not to muddy the works here, but I have been following this some.
I decided to give something a try. Looking at the FCC database,
there aren't any licenses that show up for Ludlow with a frequency
of 453.250. And expanding out farther, there are only five
licenses for the whole state on that frequency, and they are all
public works. Maybe you have the frequency wrong?
