Did you check all of the service types you are interested in?  You can either do that in Sentinel or on the unit itself.

I was in Nags Head, NC last week and tried to listen to their police and fire channels. Radio Reference and Sentinel shows them in VIPER and a local system. I tried both of them and neither would work. Neither data base shows any encryption. Any suggestions would be appreciated.
