A Simulcast cell is transmitting EXACTLY the same thing on EXACTLY the same frequencies on all sites in the cell. Your scanner (or real radios) have no idea which site in a simulcast they are receiving at any given time. So programming one site within the cell also gives all the other sites in that simulcast cell.

Now, if you are talking about different simulcast cells or different non-simulcast sites, those are programmed different. You could program how every many of those as you have a reason to think you are going to want to listen to.
