Not to muddy the works here, but I have been following this some. I decided to give something a try. Looking at the FCC database, there aren't any licenses that show up for Ludlow with a frequency of 453.250. And expanding out farther, there are only five licenses for the whole state on that frequency, and they are all public works. Maybe you have the frequency wrong?
